The Information Systems Division (lSD) is responsible for the design and operation of information systems within the National Agricultural Library (NAL); cybersecurity; the development of long range plans for the dissemination of electronic information; and inter-agency and intra-agency coordination and planning activities involving information technology.

DUTIES:
The incumbent serves as Associate Director of the Information Systems Division with administrative, management, and strategic planning responsibility for the Division, including development and maintenance of computer and network systems, full life-cycle of application development, implementation of national standards and best industry practices in information technology, enterprise architecture and quality assurance for NAL databases (scientific data sets, bibliographic, digital objects), information security and privacy, cybersecurity, developing and managing NAL’s World Wide Web presence, and ensuring interoperability with target information systems worldwide.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

To qualify for this position you must meet the basic requirement and possess the specialized experience.

Basic Requirement: You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.1. Specialized Experience: In addition to the basic requirement listed above, you must have at least one year of specialized experience equivalent to the next lower grade level (GS-14 level). Specialized experience includes: Managing the design and operation of enterprise-level information systems; Developing long and short range plans for the dissemination of electronic information or metadata; Managing the development and maintenance of computing and network systems; Managing the full life-cycle of applications development; Managing all aspects of cybersecurity; Managing the budget, plans, development and execution of policies, and delivery of information through organizational information systems for an organization; and providing supervisory oversight for employees, including first line supervisors.
